Miriam Herrero Mondelo

Miriam Herrero Mondelo is a lawyer and international consultant whose career combines international law, geostrategic consulting and support for defence and strategic-industry projects. Based in Zürich, with sustained activity in Spain and Latin America, she leads J&H Consulting Group with an approach that combines legal rigour, institutional intelligence and working relationships with public institutions and private actors.

Education

Law degree from the Universidad Complutense de Madrid and the Université de Fribourg (Switzerland). Her dual legal training, in the Spanish system and in the Swiss and European regulatory environment, allows her to work confidently within complex regulatory frameworks, particularly those on dual-use technologies, defence-equipment exports and EU–EFTA governance.

Institutional career

Former General Councillor for Switzerland on the General Council of Spanish Citizenship Abroad (CGCEE), a role that reflects her standing in Spanish institutions from abroad and her knowledge of the channels for engaging with the State Administration. This institutional link has produced a network of relationships with Spanish public bodies that is today one of J&H's most valuable assets in projects requiring access and credibility before public administrations.

Specialisation in security and defence

Senior International Consultant in Security and Defence, with experience supporting strategic industrial projects in Spain. Her work in this field covers structuring positioning strategies before the Ministry of Defence and its dependent bodies, designing strategies to access public funding for defence infrastructure, and analysing the regulatory framework applicable to industries with dual-use components. She is well versed in the European governance mechanisms relevant to the defence industry, including EDIP instruments, the EDA and EU structural funds, and in dual-use technology export regulations under both Spanish law (Ley 53/2007) and Swiss law (LEP).

Economic intelligence and complex markets

Her work goes beyond regulatory advice: Miriam designs economic-intelligence and risk-management frameworks for corporations operating in geopolitically unstable environments or in critical sectors such as energy, logistics and defence. She has coordinated cooperation projects in settings of high institutional complexity and has developed action protocols for companies that need to operate with discretion and effectiveness at the same time.

Publications and languages

Co-author of the annotated translation, with Federal Supreme Court case law, of the Swiss Federal Act on Foreign Nationals and Integration (FNIA; LEI in French), a reference for Spanish-speaking legal professionals working in Switzerland. She speaks Spanish, French, German and English, and has working knowledge of Spanish Sign Language and Chinese.

Social impact: Alianzas Internacionales (AI)

Miriam is a founding partner of Alianzas Internacionales (AI), a non-profit organisation operating across Spain, established in 2024, with branches in seven Spanish autonomous communities and an international presence in Switzerland and Slovenia. AI builds a social-impact ecosystem oriented to the United Nations Sustainable Development Goals, bringing together social organisations, universities, companies, public institutions and schools. Its partners include UNED, the Pontevedra City Council, the Global Good Foundation and bodies linked to the UN 2030 Agenda. Through AI, Miriam contributes in the areas of technical advice on public policy, gender equality, social inclusion and CSR; facilitating public-private partnerships; processing European funds; and designing and evaluating social projects. This work directly complements the institutional dimension of J&H, strengthening the link between the strategic rigour of the private sector and international frameworks for sustainability and cooperation.
